Need lots of advice help me please thanks!!!?

My ex and I have been discussing what to do about us and a couple months ago he said"I want to pick up where we left off when you come home from college" and he tells me all the time that he does love me he is just really busy with work,etc. His mom, who he is very close to, told me that his feelings for me are real. he says he wants to commit but is afraid to because his previous ex before me cheated on him with several guys and lied to him about things and she abused him emotionally as well as physically. but he said yesterday that he does want to be with me, and i belive him. yesterday I also told him either he moves on and so do i or he can get on this rollercoaster ride with me and never look back and he replied i'll get on with you" so, we chatted last night. however, i want to make this official official. how do i go about with that situation with him w/o freaking him out? thanks i appreciate all the help
